Agree on a price that includes maintenance and make the sale depending on the outcome of the maintenance ?

Hmmm... 23k miles with a possible service 3k miles ago?... If there's no other evidence of service history I'd be tempted to walk away. ST2s are pretty robust bikes, but they do need regular maintenance.
Here in the UK low mileage ones with plenty of service history turn up regularly on ebay, so patience may be your best friend...
