Regarding specific recommendations, YMMV, but on our two ST3, we use similar pressures (36 or so, 40). As to why, at the lower pressures, the bikes do not seem as responsive, more sluggish, don't seem to turn as well. Vicki (the other Vicki) and I have ridden in most kinds of weather like this (not snow) and the handling has still been excellent. Just my 2cents, as they say.
