Nate,
 I had the same issue this spring. It is almost certainly the relay. It is one of the two relays under the nose on the left hand side next to the fuse block. It's the same relay that is used under the seat.

I was thinking that maybe it could be the ignition relay as well. (This is the only relay that I have not replaced. I thought I already did it, but when I looked back at my notes, I just did the two under the seat. Apparently I never found the correct part number or source for this relay. Any body know where to pick it up? Napa couldn't match.) Could the relay do this as well? All the lights come on with the key every time. The only symptom is no fuel pump whhiir, and not starter. Just to add more information, I have been riding in some good rain lately. I am using it as my daily commuter for a while.
