Sorry to hear you are having difficulties getting your bike registered over there. I went through that a few years ago but had no issues. Feel free to contact me if there might be anything i can do to help. Someplace I have the standard certificate from Ducati as well as a bunch of other stuff from that time. Mine is also an '02 ST4s so maybe that can ease things. Funnily, it was more difficult reimporting it back to Germany!
