The top out spring is the variable that I didn't have a handle on. If the springs are 1 1/2" long, I would assume that some of the length is taken up with the dead weight of the fork. I would also assume that the bottomed out lenght of the spring represents as least 1/3rd of the uncompressed height. Your suggestion of 1/2" to 3/4" of additional travel seems right to me. After a little adjustment of the banjo bolts for a better angle and setting the bars 3/8" lower I think I have it covered.
