Years ago, I replaced the fuel sending unit on my daughter's Corrolla which involved R&R'ing the fuel tank. When I put it all back toghether and tried to start it up, it would just turn over and not fire. I had all the connections right, the pump as working, there was more than enough fuel in the tank. I then noticed I hadn't replaced the gas tank filler cap. Once I did, it started right up. I think efi needs positive pressure in the tank for the pump to work better/best.

Im guessing it was sucking air in there from the little hole on top of the tank ( rubber grommet/stopper) MAX you were right. No pressure built up but checking the gas cap was the issue.
