I believe the fan has always kicked on at this temp of about
110C(230F). I was thinking about wiring in a switch to manually kick it
on at a lower temp with your exact thought in mind. Turning it on at a
lower temp it might be able to keep itself at that lower temp state as
compared to trying to bring it down from a much higher temp condition.
I was hoping to find and fix a problem before having to hack in a
switch.

I'll echo Larry's recommendation for dealing with potential overheating. I have a '99 ST4. I ended up installing both the Desmo Times' larger fan and a toggle switch to turn it on. I was able to put the toggle switch onto the instrument surround plastic, above the turn signal indicator and the neutral ight. the windscreen and the instrument panel, avoiding any cutting of plastic.
In stop and go traffic I just switch the fan on as I come to a stop. For me, this has worked quite well, Like you, my fan wasn't coming on until just a shade under 230 degrees. The Ducati shop said the sensors were working OK, but I just wasn't willing to when the bike would overheat.
The combination of the larger fan and earlier engagement of it worked fine. The bike would hold a reasonable temp (i.e., I didn't go into worry mode) on hot days with stop and go traffic.
