Norm - You're probably right, if the issue re-occurs, I'll just keep an eye on it. In it's current spot, the regulator is on a piece of quarter inch aluminum plate & mounted under the bottom triple, out in the wind between the forks.

What was it, I wondered, that so mystified and eluded British engineers when it came to the design of gaskets, seals and mated surfaces? If the normal charge voltage of ~14 V suddenly drops to 12.4V or so, the regulator has stopped charging the battery.
The fact that slowing the engine to below 1000 rpm (below the speed where the alternator output exceeds the battery voltage), then speeding it up again and normal operation resumes makes me think the regulator is over heating and the built in safety mechanisms shut it down for a while and by dropping the input voltage "resets" this protective feature.
Have you allowed the situation to remain in the mode where the battery voltage drops to 12.4 V and see how long it will stay there? I wouldn't be surprised if it doesn't "reset" itself after a short while? If you didn't have the wired in volt meter, you wouldn't know this was happening and would still be a happy camper!
I would try this to see if it will reset itself without dropping engine rpms after a short cool off period. By the way, is the regulator fastened to a stout piece of metal for a heat sink as well as being in the air stream for cooling?
