Yes, a well placed screwdriver pops them right off and big pair of wire cutters like these work great at putting them back on.

They only work on a short range tubing thickness, so if you have close to the same wall thickness, they work great.
Otherwise, use the hose clamps for fuel injection(ones with two flanges and a screw and nut) , not those old style screw clamps. Screw clamps can offer great pressure, but don't do a good job of distributing the force around the tubing resulting in mangled tubing and fuel leaks. (voice of experience)
