Clean the battery terminals anyway and clean the grounding connections, especially the one with the battery to frame at the frame. Poor grounding is the culprit alot of the time...and goes without saying, use a dielectric grease when you are done at each connection. On the frame, make sure no rust or paint is interferring with the contact area.

I'm at a loss for where to start too, but the only thing that I can think of that can act as a capacitor of that magnitude is the battery. Maybe the battery connectors if there's corrosion / poor contact?

I'd attach a charger to the battery terminal connectors and see if that makes the problem go away, and if so, clean the terminals and if that doesn't work, then replace the battery.

But that opinion's worth about half of what you paid for it.
