Batteries lie, especially with just a DMM. It can have a surface charge and be fully discharged. That's why they test batteries under load.
But I don't think that's the specific problem here, if it is in fact the battery. Rather, I think there's a bad weld or the like in the battery which is causing it to act occasionally as a capacitor / intermittent connect. Therefore, you should try it with the bike jumped.
If the symptoms repeat with the bike jumped, then you can work upstream from the battery as has been mentioned.
