My '98 ST2 was the same when I got it in '01.There was a long delay from hitting the starter switch until it kicked in.
I replaced the battery ground to frame cable with a heavier gauge one. Cleaned the connections and it made a lot of difference.
Some folks also cable tie the connection on the back of the starter solenoid to hold it in place. Its like wearing suspenders and a belt- just making sure!
