Many times it's the small connector mounted to the circuit board inside that has broken its electrical connection. If you can wriggle the plug-in connector on the back of the tach at idle and get the tach to work, chances are that's the problem. I have cut one in half to repair and then epoxy back together.

On a ride yesterday the ST4 RPM gauge started acting up. It would read 0 at idle and was fluctuating occaisionally and consistently reading below what I would expect for the gear and speed.
