Hi Ian,
I'm sure you realise that a full quota of volts at the appropriate terminal is no guarantee at all that the amps will be there to back 'em up when push comes to shove! I've seen and experienced plenty of times when batteries are faking it in the face of a big current drain. I know you said you tried another battery already, and the starter may be at fault too, but do try another power source!
