I believe you're thinking of motobags.com.  I have a pair of those bags and they're great.  Unfortunately, I believe they have been out of business for quite some time.
Ciao,

There use to be a place that sold a bag that went under the side panel and
You could access from under the seat
Could fit a good bootle of wine or some tools in it
My buddy "Willie" has one
Can anyone please send me the name or place who handles them
Use to see them on E-fraud but can't find anymore

No, I have the Sport-Tour model (about $120-$135). Well worth it, Chase Harper has exceptional customer service and a lifetime warranty (repair or replace at their option even if it's not a manufacturing defect). I needed more Fastex buckles so I could mount it on two additional bikes and was having trouble finding the right buckle locally so I called them up. They mailed me a bunch of extras at no cost.

Put a smile on my face.
