Given that fuel in an underground tank will be very cool, just coming up to ambient can be enough to make it expand and overflow.

Leaving a newly filled tank sitting in the sun will also cause the fuel to expand and overflow. I lost more of the cheap vinyl graphics off of a Pantah tank that way.
The other thing is if you fill the tank to the brim with the bike on the centre stand, and then park it on the side stand, (or nose up or nose down on a hill) that may be enough to cause the overflow.
