Try MarineTex, available at West Marine and its contemporaries. It goes on very thick and hardens like iron. It is macho able, can take threads, and can be applied under salt water. I repaired a broken boat speed sensor in SF Bay. You can make a nice fillet with wet fingers. The frame will break before this stuff.
