I have not heard of that but maybe another 2007 ST3er will chime in on that one.
You could check the upper one fairly easy to see if your bike has them.
I run 15-41 and get nice rollups in first, no head shake ever now with taper rollers.

It wasn't too bad because I did the work myself. Once done it really gives the front end a good feeling. Funny it really smoothed out all the little imperfections on the freeway that used to bug my wrists and forearms.
Now check all your settings to at least make sure they are all the same. Preload compression and rebound.
Next loosen your front end and retighten it in the proper sequence. I think the race tech web site has that description.
Oh and tapered roller bearings are the way to go for the steering head!
