Thanks Nick, interesting, but probably outmoded.
Didn't NASA conclude that an experienced engineer with a conventional
wrench/spanner would always get closer to the optimum bolt tension
compared with an inexperienced person with a torque wrench? The problem
with torque wrenches is that they cannot compensate for friction when
you attempt to tighten a bolt or nut. What you're aiming to do is to
tension the bolt or stud sufficiently to prevent movement of the parts,
without exceeding the elastic limit of the bolt/stud. Unpredictable
friction against the parts and along the thread makes the relation
between bolt/stud tension and applied torque entirely arbitrary.
(The article alludes to this as "residual torque".)

NASA settled for bolt tension gauges when experienced engineers are
unavailable, but they're a bit pricey for geezers like us with bikes
to fettle.

Take home message: tighten until it "feels right", or maybe leave it to
an engineer.
