Aaron,

          First thing I would do is make sure you have a good battery that is at full charge, while you're checking the battery clean the battery connections and also the ground connections at the frame and or engine. Same goes for the relays at various places on the bike. Pull them out of the sockets looking for corrosion, clean and reinsert. You might find that is all that is needed, Can't help you on the ECU.
