Unfortunately measuring voltage can be misleading; I've been caught out by seemingly healthy batteries whose voltage drops like a stone under a heavy load - and there's none heavier than a starter motor.
If you take your battery to any Kwik Fit they can test it for you; make sure you ask for a 'load test'.
Once you are certain you have a good battery the only way to eliminate all other parasitic elements is to use jump leads; connect the negative to ground (e.g. the engine - but make sure you have a REALLY good connection) and touch the starter post (on the starter motor) with the lead connected to the positive battery post.
If at that point the starter motor does not turn its faulty. The best thing to do then is to replace it; they come up on ebay.
If it turns, and does so repeatedly, it's back to your connections and the solenoid. You don't say if you tried my suggestion to bridge the solenoid posts with a screwdriver with the ignition on, but again if the battery is not 100% this would not be conclusive.
