I have a load tester - I haven't used it on the ST2 battery but given I have
tried 2 different ones I suspect this isn't the issue. I will do so to
eliminate it from the equation.

I did and it made no difference; I also checked continuity across the
solenoid and it appeared to operate correctly (granted not with large
currents flowing).
