Without knowing what disks you have on your bike I can't be sure but, I have had two friends and been aware of several instances of others that sound pretty identical to what you have been experiencing.  Every one of them ended up swapping out disks and the shuddering went away.  After sometimes months of troubleshooting and finding nothing "wrong" with the disks, and trying many other attempts to fix the issue, that solved the problem.
 
Now, the reason I mentioned what kind of disks you have is because there have been a few types of disks particularly susceptible to this, the steel carrier/round hole stainless rotor being the worst culprit, IMFHE.
 
For my friends, I happened to have a source of replacement OEM disks for one that fixed the issue and the other I had a set of later model OEM disks that also alleviated the problem.
 
Over the years I have acquired several sets of the early aluminum carrier/cast iron rotors and placed them on all my bikes with a few sets for spares.  It's worth the expense/effort to keep braking feel similar across the machines.

I have had my ST4S for many years now and have NEVER  truly sorted the shuddering front disc issue.

It has often improved with things I've done...sometimes its disappeared for a few weeks, but it has always come back.

I replaced steering head bearings with tapered rollers with care and diligence making sure the seating was perfect.

I've regularly cleaned and spun the disc buttons with brake cleaner and an easyout on a battery drill.

Removed and checked discs for runout.

Did the multi times heavy braking and release procedure.

Scrubbed disc surfaces clean of pad residues.

Eased button tabs to create full floating discs.

Ensured I never held front brake on after hard stops that might leave pad residues on disc.

I have to admit I haven't replaced the p ads as its never made sense to me how the pads alone could cause these symptoms...whats the physics behind a pad material grabbing and not grabbing as a disc spins underneath it?

And I haven't replaced the banjo bolt.....And I'm thinking I could/will/might do that next.

With persistent issues like this there's an enormous amount of owners advice that suggests solutions that just don't seem to stand up to scrutiny.
ST brake shudder is a huge topic and I've read most threads including those that seemed very plausible.

The local bike shop advises replacement discs and pads...which is exactly how a local bike shop can be expected to behave.....but if there's nothing wrong with either of the discs or pads ...why should I do that??
It would be good to hear a bit more science than hearsay.
