You can always wire in a pilot light in the fan circuit so that the light comes on when the fan is called for. If the fan is called for and not turning, you know there is some sorting out that needs to be done. Could be a siezed motor, corroded connections, etc

I'm in Alabama, I'm sure it gets plenty hot enough here to require one. That said, I'm not sure how long the motor has been frozen. I mostly ride my '92 R100GS in the summer and on short trips. I mostly use the ST2 for multi day tours. Last time I remember it coming on was early summer.
