Sounds like you have a kink in the chain, you'll need to work that out first. Once you have all the kinks out of the chain, turn the wheel until you find it at it's tightest. That's where you want to set the correct movement distance.
I had a bad kink in a chain while I was on a trip. I noticed it moving the bike from the gas pump island to a parking spot so I could take a break. I put the bike on the centerstand and the kink was exactly as you describe. A riding buddy that carries enough parts to build a bike had some chain lube. We sprayed and turned and sprayed and turned for 15 minutes before the kink finally broke loose. Fortunately the chain was close enough to the correct slack that we didn't need to mess with that.
